What is DUIMP?
The DUIMP (Declaração Única de Importação, Brazil's Single Import Declaration) is the new system from Brazil's Federal Revenue Service (Receita Federal) that consolidates every administrative act related to imports into a single digital document. It replaces the current Import Declaration (DI, Declaração de Importação) and Simplified Import Declaration (DSI, Declaração Simplificada de Importação), radically simplifying the import process.
Parte do programa Single Foreign Trade Portal (Portal Único de Comércio Exterior), DUIMP eliminates redundant data by combining the tax, customs, administrative, and financial information needed to clear goods into a single record. That means less red tape, less rework, and faster clearance.
O novo modelo segue o conceito de "single window": importers file a single declaration shared with every agency involved — the Federal Revenue Service, ANVISA (health surveillance), MAPA (agriculture and livestock), INMETRO (standards and metrology), and others — instead of submitting separate documents to each one.
Before and After: DI vs DUIMP
The shift from DI/DSI to DUIMP breaks with decades of bureaucracy in Brazilian foreign trade. See the main differences side by side:
- -8 to 10 bureaucratic steps
- -Multiple disconnected systems (Siscomex, DW, LPCO)
- -Paper documents and repeated manual data entry
- -Average timeline: 5 to 10 business days
- -High rate of filing errors
- -8 separate forms
- 3 to 4 integrated digital steps
- Single window — one portal for all agencies
- 100% digital — no paper, no rework
- Average timeline: 1 to 3 business days
- Automatic data validation at origin
- 1 unified form

Implementation Timeline
DUIMP is being rolled out gradually by the Federal Revenue Service, together with the other consenting agencies. Here are the main phases and what to expect from each:
Phase 1 — 2024 (Pilot)
Launch of a controlled pilot for low-complexity imports. Companies selected by the Federal Revenue Service test the new flow in an assisted production environment. Product categories covered in this phase:
- •Products with automatic licensing (low-complexity LPCO)
- •Goods exempt from agency consent, such as ANVISA and MAPA requirements
- •Order-and-account (por conta e ordem) imports with simplified documentation
Phase 2 — 2025 (Expansion)
Gradual expansion to new product categories and special customs regimes. Progressive onboarding of all consenting agencies to the Single Portal.
- •Goods subject to ANVISA consent (food, pharmaceuticals)
- •Goods subject to MAPA consent (agricultural inputs)
- •Special regimes: Drawback suspension and exemption
- •Onboarding of INMETRO and other regulatory agencies
Phase 3 — 2026 (Mandatory Use)
Mandatory use for all imports. Definitive end of DI and DSI. All customs regimes covered.
- •All product categories, no exceptions
- •RECOF, bonded warehouse (Entreposto Aduaneiro), and temporary admission regimes
- •Official shutdown of legacy systems (DI/DSI)
- •Fines and penalties for missing the migration deadline
What Changes with DUIMP?
DUIMP is a paradigm shift in how imports are processed in Brazil. The main changes include:
Single document
One digital declaration replaces multiple forms and paper documents.
Full integration
All consenting agencies connected on a single platform.
Smart data
Automatic reuse of information already filed in previous operations.
Less rework
No more retyping the same information into different systems.
Digital process
The entire flow, from accreditation to clearance, is 100% digital.
Risk analysis
The system automatically scores each operation's risk to prioritize inspections.
Technology and Integration
DUIMP runs on a modern technology architecture built under the Single Foreign Trade Portal (Siscomex). Here are the key technical components and how they affect integration with your company's systems:
Siscomex Single Portal
Centralized platform unifying access to every foreign-trade service. It replaces multiple legacy systems (Siscomex Web, DW, LPCO) with a single cloud-based interface with 24/7 high availability.
REST API for ERP Integration
The new Single Portal offers documented RESTful APIs for direct integration with ERP systems (SAP, Oracle, TOTVS, etc.). This enables automatic declaration filing, real-time status checks, and event notifications from the customs process.
Available Web Services
SOAP and REST with digital-certificate authentication. Key services: DUIMP submission, customs-status lookup, clearance download, parameterization-channel lookup (green, yellow, red, gray), and integration with consenting-agency LPCO systems.
ICP-Brasil Digital Certificate
Access to the Single Portal and DUIMP requires an ICP-Brasil digital certificate (e-CNPJ A1 or A3 for companies, e-CPF for individuals). The certificate is used both for portal authentication and for legally valid digital signatures on declarations.
Messaging and Notifications
The system includes an asynchronous messaging module that notifies importers of every relevant event: declaration registration, parameterization, tax requirements, clearance, and cargo delivery. Notifications can be pushed to your ERP via webhook.
Digital Power-of-Attorney Access
The platform supports digital power of attorney (e-Procuração), letting customs brokers and trade compliance firms access the system on the importer's behalf. The model keeps full traceability of every action each user takes.
Benefits for Importers
With DUIMP, Brazilian importers gain efficiency, predictability, and lower operating costs:
Faster clearance — estimated drop from 5 to 2 business days for low-risk operations
Lower administrative costs by eliminating rework and paper documents
Greater predictability with clear rules and a standardized flow across all agencies
Fewer filing errors with automatic data validation at origin
Full transparency — real-time tracking of declaration status
Pre-filing compliance audits before the declaration is finalized
Estimated Savings
Moving to DUIMP is not just bureaucratic modernization — it delivers real, measurable savings for importing companies. Based on Federal Revenue Service estimates and industry projections, the expected gains are significant:
60-70%
Clearance-time reduction
From 5–10 days to 1–3 business days on average
R$ 200-500
Savings per declaration
Lower labor, warehousing, and broker costs
40%
Fewer filing errors
Automatic validation removes inconsistencies at origin
Projected annual impact
For a company filing 100 imports per year, estimated savings can reachR$20,000 to R$50,000 per year from direct administrative cost reductions alone. Add indirect gains from shorter warehousing time, fewer error-related fines, and more predictable logistics, and the financial impact can be even larger.
How to Prepare — Checklist
To ensure a smooth transition to DUIMP, your company should prepare in advance. Follow this 8-step checklist:
- Map all current import processes and find improvement points — document each step of the current DI/DSI flow
- Check that your systems (ERP, WMS, CRM) are compatible with the new platform and the Single Portal REST APIs
- Train your foreign-trade team on the new DUIMP flow — consider training programs offered by the Federal Revenue Service
- Review the tariff classification (NCM) of all imported products — misclassification is the leading cause of cargo holds
- Organize digital records of all past operations — the new system requires accessible history
- Assess whether special customs regimes (Drawback, RECOF, etc.) need adjustment — check the specific timelines
- Join DUIMP pilots and tests when available — hands-on experience is crucial to spot internal bottlenecks
- Consult a customs broker or specialized consultancy to validate your migration plan
Day-to-Day Impact
See how DUIMP affects the daily work of every professional involved in foreign trade:
Customs Brokers
Will need to adapt to the new digital system and fewer manual interventions. The broker's role evolves from 'data entry' to 'strategic advisor,' focused on compliance and tax optimization.
Import Analysts
Less typing, more focus on compliance analysis and cost optimization. The job shifts from operational to analytical, adding more value to the company.
Logistics Managers
Greater predictability in import lead times and lower warehousing costs. Logistics planning becomes more precise with shorter, more predictable clearance times.
Compliance
Pre-filing audit tools let you validate operations before official registration. Compliance shifts from reactive to preventive, significantly reducing fine risk.
IT / Systems
Internal systems must be integrated with the Single Portal API. Demand for developers experienced in digital-certificate integration and government web services.
Finance / Treasury
More predictable cash flow with shorter nationalization timelines. Lower port warehousing costs and fewer late-documentation fines.
